OVER 35’s LEAGUE RULES

The following is a list of rules that have been agreed by the committee that are specific to The Richie Dwyer Over 35 Football League. These rules may be subject to change.

Unless otherwise stated, the general rules of football will apply.  

 

  1. League shall be called “The Richie Dwyer Over  35’s League”.
  2. The League will consist of teams playing league games on the basis of home or away games, OR in group format depending on entries, in which case a knockout competition will determine the league winners.
  3. If the league is tied a playoff shall decide the winner. Goal difference does not count.
  4. League Committee to buy cup for League winners and medals for the winners and runner-up. 20 of each to be purchased. League to purchase Man of the Match Trophies for the Cup Final.
  5. Sponsorship to be sought for the cup and shield to include medals for winner and runners-up.
  6. All games will be fixed for Friday evening 7:30 kickoff where possible.
    • Unless a fixture change has been agreed between both teams. But fixture must be played by the latest the following Tuesday evening
    • Duration of games is 70 minutes, 35 per half. (Extra time in cup games to be 10 minutes per half).
    • Substitutions will be roll-on, roll-off basis. No limit will apply on the number of substitutions to be made during the game. Substitution can only be made when there is a break in play and notifying the referee.
  7. All games will be fixed for Friday evening 7:30 kickoff where possible.
  8. All matches must start at the appointed time. A fine (Which will be decided by The Committee) will be issued to the Club that have failed to have their Team in Place on the playing Pitch ready for Kick-off after the Appointed Time, There will be a Maximum 15 minutes allowed after this Appointed time before the Game is Deemed as a Failed Fixture and the Opposing Team will be awarded the Game with a 3-0 result being recorded.
  9. All players must Register using the Online Portal, provide photo ID and pay full membership before participating in the League. If any of the above is not completed, player will not be allowed to play until all requirements are resolved. No player shall be allowed to register after 6pm on the Sunday before the First round of fixtures.
  10. The League will be run by a committee consisting of one representative from each of the participating clubs. The following shall be elected for the running of the league:
    • Chairman
    • Secretary
    • Treasurer
    • Fixture Secretary
    • PRO
    • 3 Committee members
  11. The Fixtures Secretary will set the fixtures each week. All fixtures will appear on the league website and will be the official platform.  If any problem arises about a given fixture, an agreement has to be made between both clubs and notified the fixture secretary of agreed time change 1 week prior to the fixture. If no agreement is reached fixture stays as original fixture. Failure to fulfil fixture will result in a walkover to the opposing team. The League website is where the fixture changes (if any) will be most up to date, and therefore is the official fixture guide. If in any doubt over a fixture, please contact the fixtures secretary.
  12. All players must be properly registered, eligible, and named on the official match card or available app match card prior to kick-off.
    Any club found to have played an unregistered, suspended, incorrectly named, or unnamed player shall forfeit the match and may face further disciplinary action, including fines or suspensions.
    Responsibility for player eligibility and accurate team sheets rests entirely with the club.
  13. Any team failing to fulfil a fixture shall have a walkover awarded against them and a 3-0 defeat shall be recorded along with a €150 fine, which MUST be paid before the following fixture.  A second offence shall lead to expulsion from the league. Teams who fail to notify the opposition and the referee of their unavailability to fulfill the fixture in time will also be liable for the full referee’s expenses.
  14. Any Club who fails to Field a Team for a Semi-Final or Final resulting in a Walk-over to the Opposing team will Incur a Fine of €500, This Fine will be Payable by the defaulting Club, Should the Club fail to enter the League in the following season, The Full amount of the Fine will be Divided among all registered players of the Offending Club and subsequent registrations of these players will include the fraction of the Overall fine.
  15. From the Start of the 2024 season all Clubs must provide adequate changing Facilities which consist of Toilets, changing rooms and showering facilities of a standard to be set by the League. (Four showers is the minimum that will be accepted). These Facilities will be Inspected by League Officials. A change of Venue with good reason resulting in failure to Provide above Facilities will result in a €150 fine for First Offence and subsequent failures will result in further Fines that will be decided by the Committee.
  16. Any club wishing to play a game on an astro pitch must give their opponents and the League 24 hours notice, Any club who fails to notify 24hrs prior to official kick-off time the game required to played on an astra pitch will be automatically subject to a reverse fixture.

 

 

 

The Richie Dwyer Over 35s League – Disciplinary System 

Cautions:

Once a player accumulates 4 cautions (Yellow  Cards), they will be suspended for 1 match.


Sending Off Offences:

  • Violent conduct (i.e. striking or kicking opponent, attempting to strike or kick an opponent)
  • Serious foul play,
  • Depriving a player of an obvious goalscoring opportunity (DOGSO)
  • Offensive – Insulting or Abusive language to an opponent, Official or Team-mate.
  • 2nd Cautionable Offense

All of the above will carry a minimum 1 match suspension (Subject to committee decision on players previous disciplinary record).  Any player(s) with previous suspension(s) may be subject to further suspension

 

Further Sending Off Offences:

  • Spitting at opponent:   ( Minimum of 6 matches)
  • Striking with the head:  (Minimum of 12 matches)
  • Striking a match official:  (Minimum of 2 yr suspension)

All of the above offences will carry the minimum sanctions listed. (Subject to committee decision on players previous disciplinary record).  Any player(s) with previous suspension(s) may be subject to further suspension. Players or officials reported by the referee for alleged serious foul play (including head-butting or attempted head-butting, attempted striking of match official, serious assault on opposing player or officials) will be suspended immediately, pending committee investigation and decision.

Any physical contact with a referee may be interpreted as a technical assault and could possibly be liable to the minimum suspension of 2 years.

 

Threatening a referee or  an assistant referee:

Immediate suspension pending a committee investigation and possible severe sanctions (including fines and further sanctions) on player(s) club(s) or supporters.

Miscellaneous

  • Players or officials reported by match official for alleged serious foul play (including head-butting or attempted head-butting, attempted striking of match official, serious assault on opposing player or officials) will be suspended immediately, pending further investigation.
  • The right is reserved to punish an infringement/incident (by players, officials, or supporters), which has escaped the match official’s attention.
  • Every player also has the right to attend a disciplinary hearing if they so wish.
